Mentally challenged man

I’ve been approached by this man on a few occasions in Liphook and I’m just letting people know because he can become overly friendly and is highly unpredictable. He lives near the pet shop in Liphook and walks about wearing a large pair of headphones. He jumped out on me this morning which surprised me and my dog and went on to tell me he’s scared of large dogs but wants to be friends with her and could he play with her and accompany me on my dog walk. I politely declined his offer. Then whilst outside of the pet shop he asked her if she’d like to sit on his face. I told him politely that he’s barking up the wrong tree (pun intended) as I don’t think she’d be too interested in sitting on anyones face when all she wants is her daily treat from the shop. He then waited for us a little further down the road and as soon as we left the shop he approached again and this time he felt the need to shout that his brother is a soldier in the parachute regiment. I thanked him for this information and made my way home. Apparently he’d accosted numerous pet shop customers this morning as well as me. I’m not writing this to cause any trouble for this man and certainly wouldn’t want him persecuted or victimised in any way. I just want to make sure people are aware that he’s very unpredictable and very over friendly. Personally I think he needs to be monitored closely by his care team which I assume he has due to his obvious issues.
